They are.  They are just maintained by different people.  Most GNU
software maintainers seen to only update the info pages and ignore the
manual pages, while most users and developers I have contact with try
to keep them up to date.

Some will tell you to ignore the manual pages, some will claim they
only document libc4, and others will tell you to find bugs against the
manpages package if you find errors and missing info.  I belong to the
latter category.
