It is possible to leave out the thousands separator by defining it to be
the empty string "".

It probably should be "i18n:1997"
Revision date for the whole specification is recorded with the
"Revision" keyword.

The idea is to allow people to use the english "yes" also.
The "y" may sit in your fingers and this may eliminate some errors when
shifting to your own locale.
