Dear Bruno Haible,

Thank you for your mail. 
Usually, for converting Ukrainian we use IBM866.
Then, by hands insert Ukrainian characters where necessary.
That is why nobody complained about the problem.
My intention was to borrow coding 866nav from TeX,
but I admit that I could do this incorrect.
I am not a professional in Unix/Linux.

Thus, I appreciate if you:

1. Retain the correct IBM866NAV in the package
2. Suggest me how could I use the above patch

P.S. This autumn,I discovered that IBM866NAV does not work proper in my 
Mandrake 9.1 installation, but, sorry, I didn't have time nether to look for
my possible mistakes, nor to report about this to developers.
