Which means the port does automatically not qualify for being included.
Read Roland's message again: only ports which one of the regular and
dependable maintainers volunteer[*] to maintain are candidates for
inclusion. Every other port, however well-maintained it might be by
itself, means additional burden on the maintainers without the slightest
bit of compensation. This has been going on for too long and must stop.
[*] Or the daytime job of the maintainer might be to look after the code.
