It's the sister document "Information for Maintainers of GNU Software"
that describes these things - and it does say "each year in which you have
made nontrivial changes to the package ... it is not required to keep
track of which files have seen significant changes in the new year and
which have not. It is recommended and simpler to add the new year to all
files in the package, and be done with it for the rest of the year." as
well as describing the use of ranges. Collapsing each list of years to a
single range is a simple consequence of that (at least for years when
there were glibc releases or public versions in version control, so at
least for 1992 and later years) - but we made sure for GDB by checking
with the FSF.
