I see it all the time.  Picking a source somewhat at random:

   "Let us fix a family (Ï[j]) jâ=â1,...,âp such that
    Ï[j] â D(V[j]), 0 â Ï[j] â 1, â Ï[j] â 1 on M."

It's natural to translate commonly used mathematical notation like
"0 â i < 1000" to "0 <= i && i < 1000" in C.

It's not a big deal either way, but there's nothing wrong with
having textual order reflect numeric order.
