The libc manual documents the libc API, not any kernel's ABI. So
Linux kernel changes are only relevant to the libc manual if they
result in a change to the source-level API exposed by libc (which,
aside from additions of new flag bits and so forth, is probably a
buggy kernel change). Only when new interfaces are added to libc do
new things need to go into its manual. If you find bugs in the libc
manual, report them in libc's bugzilla and select the "manual"
component.
