Anyone can go on any default CC lists they want - but since the man pages
project chooses to document at least some bugs in BUGS sections, I don't
think the bugs of interest for man pages are limited to "manual" ones.

"work with" should practically mean "provide information, answer questions
and review the accuracy of proposed man pages" rather than "write two sets
of descriptive text not derived from each other". The author will of
course have written text, assigned to the FSF and GFDL-licensed, for the
glibc manual, documenting the interfaces - but while the standard FSF
assignments permit contributors to reuse their contributions under other
terms, actually doing so would likely involve corporate lawyers for
contributions under a corporate assignment. (If the FSF were to provide
general approval for using documentation of individual interfaces under a
license acceptable to the man pages project, such as the GPL, things would
of course be simpler.)
