Remove unused sysdeps/unix/sysv/sigaction.c


The file sysdeps/unix/sysv/sigaction.c is unused: Hurd does not use
sysdeps/unix/sysv, Linux has its own sigaction.c and this file is not
used via #include from elsewhere.

I propose this patch to remove this unused file.  Tested x86_64.
