Remove unused sysdeps/unix/sysv/setrlimit.c

- Subject: Remove unused sysdeps/unix/sysv/setrlimit.c
The file sysdeps/unix/sysv/setrlimit.c is unused: Hurd does not use
sysdeps/unix/sysv and Linux uses setrlimit syscalls via syscalls.list
(or in some cases via C versions for particular architectures), not
this code implementing setrlimit via ulimit.
I propose this patch to remove this unused file. Tested x86_64.
