AFAIK, the latest version of the patch was submitted here:
http://sourceware.org/ml/libc-alpha/2012-02/msg00064.html
and is sitting on the schwab/gb18030 branch.
Differing versions of this very large patch are applied by various
distributions so it would be good to get it into the next release.
