Patch looks good to me.  I'm by no means a locale expert but my
impression is that __STDC_ISO_10646__ is one of those standardization
committee things that almost no app uses and, as you write, doesn't
make much sense in the glibc context.  (Maybe we should set it to
999912L?  Just kidding....)
