(1) Upload snapshot to alpha.gnu.org.
 
Thank you for clarifying this. I had read through the various maintainer
manuals but it had not yet sunk in that we should use alpha.gnu.org for
the snapshot that the translation team should use.

I've adjusted the release procedure to document this:

I shall upload the 2.15.1 snapshot to alpha.gnu.org.

Note that it appears glibc has never uploaded anything to alpha.gnu.org,
so I may need to get gnu.org to create a directory for us on the server.

(2) Move glibc-2.16-tps* files from ftp.gnu.org to alpha.gnu.org?

I will attempt to move these files over alpha.gnu.org and update
the translation team to reference the new locaiton.

This should help avoid any problems.

(3) Where on sourceware.org were the snapshots placed?

You mention that sourceware.org was used for snapshots?

Is this documented somewhere?

(4) What version number to use?

I will document that we should use `X.Y.DATE' for the snapshots
that we send to alpha.gnu.org for TP to use. Following the
alternate recommendation from the maintainers guide.

The TP instructions say nothing about what version number to use,
they only say that translations will happen *once* for any given
version number.
