[PATCH COMMITTED] Optimize sparc {ceil,floor}{,f} using vis2'siam' instruction.


Changing the rounding mode via the %fsr register is very expensive,
and the current ceil/floor code is implemented using conditional
additions by -1/1 in order to avoid changining the rounding mode using
%fsr reads and writes.

(Basically the approach is to add then subtract a value large enough
to clear out the fractional part, and then check to see if the
argument got rounded at all, and if it did then do the -1/1 addition
as needed.)

Even better is the 'siam' instruction, introduced in vis2, which
provides a 1 instruction way to enable a rounding mode override.

This adds 'siam' usage to the existing VIS3 routines, and adds VIS2
implementations as well as the IFUNC macro infrastructure needed to
hook them in.
