Ryan,
Could you help me cleanup the 2.18 release page?
There were some Power bits that we left as release blockers, but
I know we resolved them all as best we could for 2.18, would you
help me clean that up?

My goal as always is to have the 2.18 release page be the living
document that describes the health of the 2.18 release branch.
