I'd been configuring with --disable-sanity-checks and with no add-ons
enabled. Configuring with linuxthreads and crypt, there was no problem.
If _IO_MTSAFE_IO isn't defined, and _IO_USE_OLD_IO_FILE isn't either, that
looks like it would cause the problem I was seeing.
