Yes, absolutely. Saying "I want to print the contents of/etc/localtime" is not a compelling argument. Why do you want to printits contents? This /etc/localtime business has been around for thirtyyears or so, and oodles of applications have been written without anyspecial API to access its contents directly. What discovery have youmade that would impel us to complicate the API?
