Yes, absolutely. Saying "I want to print the contents of /etc/localtime" is not a compelling argument. Why do you want to print its contents? This /etc/localtime business has been around for thirty years or so, and oodles of applications have been written without any special API to access its contents directly. What discovery have you made that would impel us to complicate the API?
