I'm sorry for the late reply on this issue. Actually, the last time I was fiddling with the locales is 5 years ago, and I have completely lost track!
Anyway, I had a look at your suggestions and changes at Bugzilla for the ar_SA locale, and the patches seem to be logical and okay from my point of view.
