I got some help from the brazilian debian community:

Which describes law no 9069, the first chapter is called "Do Sistema Monetário
Nacional" or the National monetary system, and the first paragraph says:
§ 1º As importâncias em dinheiro serão grafadas precedidas do símbolo R$.
eg:
§ 1º Values representing money will preceded by the symbol R$.
