[Bug localedata/2692] New: es_VE date format should be AM/PM based (12 hours format)

all the time in my country are shown in AM/PM format. Looking into
/usr/share/i18n/locales/es_VE i saw that it isn't configured as it should, so,
when enabling the es_VE locale, all the time is shown in 24 hours format.
Using Slackware 10.2
