Perl tool for dumping LC_MESSAGES from the system glibc-locale installation
The bg_BG, da_DK, en_DK, ig_NG, ka_GE, mi_NZ, uk_UA and vi_VN locales include
the digits 1 and 0 and/or the characters + and - in their yesexpr/noexpr
LC_MESSAGES.
All the other locales do not, they only include letters.
