As stated in the comment AQ could be used as country code.

If you'd rather use one of the ISO 3166 "user defined" codes, I'd go with XX,
that's has been used before and it's still used (just search the web for
eo_XX), so I think it would be the one favored by the technical community of
speakers. But ZZ would be ok.

So now you have all patches, for eo, eo_XX, eo_ZZ and eo_AQ. If you ask me, I'd
include eo_AQ, since that seems to be the easiest way right now. No need for
further consultation.

PD: Anyway, I don't see why the optional country code is required in glibc. But
that's something that we can eventually deal with, in another bug.
