ISO/IEC TR 14652:2002 specifies %l and %n descriptors for the postal_fmt
keyword in LC_ADDRESS but they are not supported by glibc:
LC_ADDRESS: invalid escape `%l' sequence in field `postal_fmt'
LC_ADDRESS: invalid escape `%n' sequence in field `postal_fmt'
