That seems right to me.

Is it possible to limit the size of messages sent out for both libc and 
ports?  My mail logs show two messages as having been rejected because of 
their size (one 62MB, one 504MB) - when they get that big there seems 
little use in sending them by email, and lots of potential for the huge 
messages to be rejected or discarded because of their size.  Although 
overseers could set a message size limit for the mailing list, it would be 
better for a message to get through to the mailing list, but maybe just 
giving a URL if the size would otherwise be excessive (over 10MB, say), 
rather than for the list manager to reject the message and nothing to get 
through.
