[ARM,MIPS,M68K] Update F_[GS]ETOWN_EX

- Subject: [ARM,MIPS,M68K] Update F_[GS]ETOWN_EX
This patch updates the F_SETOWN_EX and F_GETOWN_EX definitions for ARM and
MIPS to their new values that at least do not conflict with other values,
and consolidates this with the additions of these and associated values
for M68K. I've committed the ARM and MIPS changes; OK to commit the M68K
ones?
