Remove HAVE_ELF conditional for ARM

- Subject: Remove HAVE_ELF conditional for ARM
The bitrotten non-ELF support has now been removed from libc, and with it
the HAVE_ELF macro. I've applied this patch to remove HAVE_ELF checks for
ARM. There are similar checks for other ports targets (tile, m68k, alpha
and the otherwise bitrotten am33 and cris) that will need removing as
well.
