num_get<>::_M_extract

1. At the line 258 of bits/locfacets.tcc you wrote:

The strto* functions do it. 
I am not sure if it is a (C) standard behaviour, but I assume it is.


2. The function num_get<>::_M_extract does nothing know about the
length of the __xtrc buffer. Perhaps is would be saver to fix it?
