[PATCH] Minor tweak to libstdc++ FAQ

The C++17 standard renumbers the clauses, and I got annoyed again by
somebody writing "stdlibc++" ;-)
* doc/xml/faq.xml: Adjust "What is libstdc++?" answer slightly.
