[PATCH] libc/sys/cygwin and some Cygwin specifc tweaks

Hi,

I've just applied the below patch. It consists of two different types
of changes.

- I moved the content of libc/sys/cygwin entirely to winsup/cygwin
since these files are only used when building a Cygwin DLL anyway.
I've patched configure.host to accomodate this change.

- Some functions in newlib are calling stat() and friends. The latest
change in Cygwin, defining ino_t as 64 bit type, raised some issues
with the sizeof struct stat. These are fixed now. Files using
struct stat, which I didin't change, aren't concerned due to having
these functionalities in Cygwin. So these files aren't used by
  Cygwin anyway.

Corinna

-dnl Basic newlib configury. This calls basic introductory stuff,
-dnl including AM_INIT_AUTOMAKE and AC_CANONICAL_HOST. It also runs
-dnl configure.host. The only argument is the relative path to the top
