I believe that what you are seeing is PR24826, -mquickcall is not on by
default since the changes to the newer option mechanism.
while TARGET_DEFAULT is set to be MASK_QUICKCALL
TARGET_DEFAULT_TARGET_FLAGS needs to be also set to TARGET_DEFAULT
