Cygwin only has man pages (two afaics) which has been included with the import of the regex functions way back when. The Cygwin package itself does not provide any other man pages. The man pages available in the Cygwin net distro via the cygwin-doc package are created using perl scripts which extract man pages from the newlib info files and from the Cygwin doc sgml files. See the source archive of the latest cygwin-doc package for details and the scripts used for that.

Would it be OK for Cygwin if newlib could directly produce
the man pages? It seems like your procedure or something
directly based upon chew could do the trick. Then they
would come with newlib and be available to all newlib users.
Btw., if you're interested in working on this stuff and provide more
documentation, feel free to take over maintainership of the cygwin-doc
package as part of the Cygwin net distro.  The package has currently no
maintainer, unfortunately.  See http://cygwin.com/setup.html for how to
become a maintainer.
