[PATCH/ob]: Docu and useless _MB_CAPABLE


Hi,

I applied the below patch as obvious.  It fixes the documentation typo
found by Reini, and removes all `#ifdef _MB_CAPABLE' in loadlocale().
loadlocale itself is already guarded by _MB_CAPABLE, so that was just
cruft.  For sake of better readability I added '/* _MB_CAPABLE */'
comments to the respecitve #endif's.

	_MB_CAPABLE guards within other _MB_CAPABLE guards.  Add comment
	to remaining #endif's.
