I don't believe we released a systemtap build for FC4.

For Fedora Core 4, you may need to download by hand (e.g., with a web
browser) the RPMs from
http://download.fedora.redhat.com/pub/fedora/linux/core/updates/4/x86_64{,/debug},
(but I can't see your particular kernel build in there).
In any case, FC4 is sufficiently old (both kernel- and compiler-wise)
that getting systemtap built and run correctly could be a challenge.
