Recent changes


I've just committed a variety of changes to CVS:

1. Both the ww2-eur-42 and nw-europe games now have beaches in
the expected places, and you have to land your ground troops
across (or in port).  This works because another recent change
allows negative mp-to-enter values; so water has a high move
cost that is only cancelled out by a beach border type, and
occupants of transports have to care because the transports'
ferry-to-departure has been tweaked to no longer give them
the free ride.

2. The do-action task is evaporated.  It wasn't used anyway,
so nobody should notice.

3. The build task now has more two more arguments, for an x,y
location.  Building at a designated location had been faked
in the tcl/tk interface by pushing a move task, but that
wasn't enough to let players specify which adjacent location
a non-mobile constructor should build in.  There are more
details to work out, but the basic changeover is done.

4. Turns don't end if a per-side research topic still needs
to be chosen.  This prevents funky behavior with civ2, where
the turns keep spinning while the research dialog is up.
To go along this, it's now possible to tell the researchers
to "rest", so no research is happening, but turns still happen.
