From the Game Design Manual:
> TerrainTypeProperty: temperature-average n

> This property is the average temperature for each type of terrain.

This one is for each terrain type.
> TerrainTypeProperty: temperature-variability n
>
> This property is the amount of totally random variation in the temperature
> in each cell.
This one is apparently not for each terrain type. Do I specify the
coordinates for each cell I want to set this property for or what?
