Here's a new version of "Space Civilization" that includes the "More
starters" variant, among other things.  It should allow the AI to play a
little better, but I suspect that it'll still be rather stupid.

The "More starters" variant gives each side a telescope, an
antimatter-plant, and a shipyard, which will allow players to build
starships and power them from the get-go.  However, for some reason it
seems to be *more* difficult to get a functional supply chain set up,
especially with respect to the shipyard.  Of course, it's amazing that
the supply chain even works, considering the state that the supply code
is currently in!

Other changes include long-range sensors on starships (using the spy
code) and photon torpedoes.  Also, sides start with a level 2
civilization instead of a level 0 civilization.
