What if there was a table "attack-affects-occupants-max" that limited
the number of occupants that could be affected by an attack on the
transport (aside from that the death of the transport could cause the
death of its occupants)?  That would allow you, for example, to prevent
a single blow to an ironclad from destroying more than one on-board
cannon.
