Tom's exact words were:

    1. The fuel supply low condition is higher than before. Fighters
    run low on fuel at 10 instead of 9 and bombers run low at 21
    instead of 18.

and I suspect "at 10" means "with 10 fuel remaining" rather than
"after 10 fuel have been consumed".  At least, that is what I am
seeing (if I move 8 hexes, SupplyLow goes on).
