I don't think they're implementing it half-heartedly, they're just
pre-releasing their parser/processor every two months or so with a few more
XSLT/XPath features implemented. Eventually they say they will implement
XSLT and XPath entirely. And so far it seems as though they're sticking to
that plan. Discussion on which feature they should implement next is
definitely possible. Actually microsoft people were asking for input from
the community about priorities a while ago on their xsl newsgroups. Maybe
they should have come to this list...
