No. It is a name in the XML and the DTD, or at least would be if
/ were allowed in XML names which they are not.

You asked in your original question if / was allowed in attribute
values. The answer to that is yes (by default, unless the attribute is
declared in the DTD to only take XML names, eg declared to be NMTOKEN
rather than CDATA)
