What it refers to is that you have to declare the style sheet's
namespace
<xsl:stylesheet
version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform">
Another question, why are you building a stylesheet DTD? That's not the
way you create an xsl stylesheet.
