document() is not implemented in msxml (as is documented)
someone posted a javascript workaround on microsofts newsgroup
that discusses the release. (as far as I remember the trick is to load
both the input documents into memory and then present this merged
document as the source DOM to the xslt system).

You want to use ' not " for either the inner or outer quotes.
