Isn't this just
<xsl:if test="@TITLE=''">
<xsl:call-template name="..."/>
</xsl:if>
or did you have something else in mind?

Then think again. The select attribute of xsl:apply-templates must be a
node-set, not a string. I've no idea what you would expect the above to do
if it were allowed.
