The tool you want is called HTML Tidy:
http://www.w3.org/People/Raggett/tidy/
This tool cleans up HTML, and can also convert it to XML or XHTML.
I've used it to pre-process HTML documents before sending them
to an XSL processor. It works great, just be sure to configure it
the right way.
