I can't see that in the text of the Recommendation ... what is the basis of
this interpretation?

Why not just a combination of functions as follows ...
translate( format-number (arg1, arg2, arg3),
"0123456789", "...Thai digits..." )
... that would use standard functionality and then translate the results?
