There are two entirely different languages, one (a W3C Recommendation)
is named by           xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
The other is a language built into Internet % only and not used anywhere
else it was named  xmlns:xsl="http://www.w3.org/TR/WD-xsl"

As these are essentially unrelated it is not surprising if
you get different output using these two languages.
There is no reason to use the second one at all now, if you
get the MSXML3 update from Microsoft then Internet Explorer may use the
standard XSLT language.
