There is such a character. It just isn't the one he thought it would be.
well, it's
0091;<control>;Cc;0;BN;;;;;N;PRIVATE USE ONE;;;;
which is sort of a not-to-be-used-character (although I admit at the
time I was thinking that that slot was completely empty)
