Can't you use value-of for your URL variable as well?
<xsl:variable name="URL">
<xsl:value-of select="concat($Located,$Named)"/>
</xsl:variable>

Hi,
I receive some answers and I have tried, but I get the same problem :
I have change the writtent as :
I have the XML :
<Picture>
<Name>PictureName</Name>
<Location>PictureLocation></Location>
</Picture>
And the XSL :
( I have to use of Name and Location for some reasons into my template )
<xsl:variable name="Named"><xsl:value-of select="Picture/Name"
/></xsl:variable>
<xsl:variable name="Located"><xsl:value-of select="Picture/Location"
/></xsl:variable>
<xsl:variable name="URL" select="concat($Located,$Named)"
/></xsl:variable>
< A HREF="{$URL}" > ........
But this doesn't work, I get HREF="concat($Located,$Named)">
