Your stylesheet has to be well formed XML. As it was it would not have
been passed to the XSL system at all as it failed at the XMl parse
stage.
> &stylesheet=yes&org_id
You can't use & to stand for 7 in an XML file you want
&stylesheet=yes&org_id
