XSL can not see your DTD.
Presumably though the entity
<!ENTITY % commonDeliveryVersion "1.4">
is used somewhere in the DTD as
%commonDeliveryVersion;
and if that is in a default attribute value, or in a general entity
definition that will appear as &xxx; in the document, then you can get
hold of the text from the element or attribute.
